The program of a multi-level, multi-performing building addresses the pedestrian and entertainment aspects of the Riverwalk at Site-C in Ningpo, China. This building is a small part of a Master plan by MADASPAM (Shanghai), which includes a variety of commercial enterprises supporting new housing development in the fast growing outskirts of Ningpo.

This building establishes a relationship between the pedestrian aspects of the promenade along the newly established and regenerated Riverfront (FLANEAUR) and the aspects of the building which support the observation of these activities (VOYEUR). This produces a design that is outward oriented and directional. The various program elements such as Café, Bar, and Disco Club focus like a camera outwards and thus identify each of the uses to the observer to the street. At the same time the various apertures focus on particular areas of the street through the lens of brightly colored volumes.

The biggest aperture focuses up to the sky and becomes a perfomative element, both viewing the moon in the night sky and receiving the sun's energy during the day. The building is a simple container of functions over three levels with the compression of service functions into six levels. This relieves each floor from using too much of its space for support and allows a vertical use of the building.

The usable floor plate is attributed to outdoor and indoor space, a balance which is supported by averaging out the total program area over the building, This will give both the VOYEUR and FLANEAUR opportunity of interaction during the different seasons and program elements.

The hot and humid climate is mitigated trough large openings which provide cross ventilation. The solar roof replenishes daily energy use. Further energy saving devices could be the levitating disco floor that converts the bouncing energy of dancing into electro-magnetic devices producing energy.
